US and Russia quietly shape 28-point plan to end Ukraine war inspired by Gaza ceasefire
The Trump administration has been working secretly with Russia on a detailed 28-point proposal aimed at ending the war in Ukraine. The initiative draws on principles from President Donald Trump’s successful Gaza ceasefire plan between Israel and Hamas. The framework is organized around four key themes: achieving peace in Ukraine, providing security guarantees, ensuring broader European security, and defining future US relations with both Kyiv and Moscow.
US Special Envoy Steve Witkoff and Russian envoy Kirill Dmitriev held extensive meetings in Miami in late October to develop the draft. Dmitriev expressed optimism that the Russian position is being acknowledged in the process and emphasized that the proposal extends beyond just a ceasefire to encompassing restoration of US-Russia ties and addressing Russia's security concerns.
The Kremlin, however, played down the new initiative, stating that its position on Ukraine peace talks remains unchanged since the Alaska summit between Putin and Trump in August. Kremlin spokesman Dmitry Peskov said there have been no new developments beyond the discussions held at that time.
The White House has started briefing Ukrainian and European officials on the draft plan, expecting to revise it after receiving their feedback. Ukraine's national security adviser Rustem Umerov was briefed by Witkoff, although a planned meeting between Witkoff and President Volodymyr Zelensky was postponed. Meanwhile, senior US military officials made an unannounced visit to Kyiv to discuss peace prospects and cooperation on drone technology. Zelensky himself traveled to Turkey to meet President Recep Tayyip Erdogan with hopes to resume prisoner exchanges and renew negotiation efforts.
While details on how the plan addresses territorial disputes in eastern Ukraine remain scarce, the proposal signals a renewed US-Russia attempt to broker a comprehensive peace deal that could reshape security relations in Europe and bring an end to the costly conflict.
